24 Hour Repairs: Emergency or Immediate Danger

Landlords must begin repairs within 24 hours when the issue threatens health or safety or makes the home uninhabitable. Common examples include:
• No heat during winter
• No water or no hot water
• Sewage backup
• Major electrical hazards
• Serious leaks or flooding

72 Hour Repairs: Essential Services

Landlords must begin repairs within 72 hours when important services fail, but the issue does not meet the emergency definition. Examples include:
• Refrigerator not working
• Stove or oven failure
• Partial electrical outages

10 Day Repairs: Standard Issues

Landlords must begin repairs within 10 days for non-essential problems that do not impact habitability. Examples include:
• Broken exterior doors or locks

• Minor leaks
• Damaged drywall

Frozen pipes can lead to expensive repairs and water damage. When temperatures drop, knowing how to prevent and handle frozen pipes is essential for protecting your home. Here’s what you need to know.

Signs Your Pipes May Be Frozen

If you turn on a faucet and only a trickle of water comes out, your pipes may be frozen. This often happens in pipes located against exterior walls or near where water enters your home through the foundation.

Steps to Prevent Frozen Pipes

Keep your home warm day and night.
Open cabinets under sinks to allow warm air to circulate around pipes.
If you plan to be away during cold weather, set your thermostat to no lower than 55 degrees.
Close your garage door and add insulation to pipes in unheated areas like garages or attics.
Insulate both hot and cold water pipes. Pipe insulation is available at most home improvement stores.

How to Thaw Frozen Pipes

Keep faucets open while thawing pipes. Running water helps melt ice inside the pipe.
Use safe heat sources such as:
A heating pad wrapped around the pipe.
A hair dryer to blow warm air on the pipe.
A space heater placed near the pipe.
Towels soaked in hot water wrapped around the pipe.
Do not use open flames or devices like blowtorches, gas heaters, or charcoal stoves.
Continue applying heat until full water pressure is restored. Even a slight temperature increase can help water start flowing again.

If you cannot locate the frozen pipe or if the pipe is inaccessible, call a plumber. Sometimes simply allowing your home’s heat to reach the pipes by opening cabinets under sinks can help.

If a Pipe Bursts

Turn off your water at the main valve immediately and contact a plumber for repairs.

Tenants may terminate tenancy with 20 days’ notice if rent exceeds the cap.
They must still pay the full month’s rent but can’t be charged added fees.
Landlords must be given a chance to cure violations before legal action.
Violations can be enforced by the WA Attorney General or tenant :
Repayment of excess rent or fees
Up to 3x damages for unlawful charges
Civil penalties up to $7,500 per violation

Other Requirements

Landlords may not report nonpayment for amounts over the rent cap.
WA Commerce must create an Online Landlord Resource Center .
Local laws (e.g., Seattle’s 90+ day notice) still apply if more restrictive .

This legislation mirrors Oregon’s rent cap model, which stabilized rents short-term but led to slower new construction and lower investment in maintenance.

Estate Planning For Rental Housing Owners

Most rental property owners know that a will is meant to carry out their wishes after death. But many overlook key steps to make sure the will is valid, which can cause major problems for their heirs.

Basic Will Requirements
To make a valid will, the person making it (the testator) must do one of the following in front of two witnesses: (1) sign the will; (2) direct someone else to sign for them; or (3) confirm they signed it earlier. The witnesses must also sign the will within a reasonable time before the testator’s death.

Changing or Canceling a Will
A will can be changed or canceled by creating a new one or destroying the old one (with clear intent). This can be done by the testator or by someone else under their direction and in the presence of two witnesses.

Witnesses and Beneficiaries
Although heirs or beneficiaries can witness a will, it’s best to avoid this. It can lead to claims of undue influence and legal disputes.

Marriage and Divorce
Marriage can cancel an existing will unless the will says otherwise or there's a prenuptial agreement. Divorce usually cancels any parts of the will that benefit the ex-spouse or name them as executor.

Choosing a Personal Representative
Pick someone who understands property management and finances. If there's family conflict, the court may appoint someone to handle the estate.

Every month, Maple Leaf Property Management has an in-person meeting where we learn! Today, we had Lisa Schwartzenberger and Aurora Blackmore from Seattle's RRIO (rental registration) refreshing us on ensuring the rental home is up to code and recent changes taking effect in 2025.
We also had a quiz on notices; there are so many different notices for the state of WA, and different Cities with other statutes and how to serve them. We want to make sure we are in compliance, and so are our owners. "There's a notice for that"
I am proud to be part of our fantastic team. We do a lot of behind-the-scenes and lots of ongoing training. 11 years later, the learning never ends!

Spotlight on Relationships

One of the greatest difficulties in property management is employee retention. According to the September issue of the Rental Housing Journal, maintaining proper staffing levels was in the top three of property management challenges along with dealing with aggressive tenants and work/life balance. Earlier in this newsletter we talked about how Maple Leaf Property Management beats the trend of high turnover in property management by years, which also means our staffing levels have stayed very consistent. Our strong friendships within the Maple Leaf community certainly deserve some of the credit for this.

For instance, consider the friendship between our Designated Broker, Kit MacPherson, and our Office Manager, Michelle Bannister. They have worked together for over a decade but have known each other for multiple decades—since high school! Our go-to handyman, Dat Hoang, has known the MacPherson family since before the start of Maple Leaf Property Management. The property managers and staff celebrate each other’s joys and are there for each other in the sad times as well. We’ve thrown bridal showers and baby showers for each other, attended weddings and funerals, laughed and cried together (and danced!). This is not your typical workplace: we’re family.

Preparing For Winter Weather

Greetings and Happy Holidays!

Colder weather is in the forecast along with what seems to be a good probability of snow. We would like to help everyone be proactive and get ready for the inclement weather.

SINGLE FAMILY HOME TENANTS: If you live in a single-family home, it is your responsibility to keep your sidewalks shoveled and free of snow and ice. It can be close to impossible to purchase salt or de-icer when we were in desperate need, we would recommend the time to purchase it is now.

APARTMENT/CONDO BUILDING TENANTS: You will most likely see someone spreading salt over the next few days on your walkways, sidewalks and parking areas.

Along with the forecast of snow, please keep an eye out for overflowing gutters, tree branches falling, and any other issues that you notice - you are our eyes and ears on the property.

PREPARING YOUR HOME FOR FREEZING TEMPERATURES: Disconnect any garden hoses and cover the outside faucets with a faucet cover. The faucet covers can be purchased at the hardware store for just a few dollars.

Make sure your heat is on and the temperature is set to 60 degrees or higher to minimize the chance of frozen pipes. Most insurance companies will not cover damage from frozen pipes if heat is not maintained inside your home and you may be personally responsible for damages as a result. This applies to condominiums, apartments, and detached homes.

Leave cabinet and closet doors open under sinks and along the exterior walls of your home to allow heat to circulate.

If you do have a pipe break, shut off the water supply as soon as possible and remove as much of the water as you can. Plumbers and water damage companies will be overwhelmed with calls, so you will need to be as patient as possible while waiting for them to be able to get to you.

Maintaining a Fixed Term Lease in Washington

The process for renewing a fixed-term lease in Washington has gotten a lot more complicated with the passage of HB 1236. In order to continue a fixed-term lease, and not have it revert to month-to-month, there are multiple steps to take on a specific timeline. If these steps aren’t followed, the tenancy can revert to month-to-month. We must now formally serve the extension documents to every adult at the property at least 60 days before the end of the current term. This means delivering hard copies of the extension document (one per adult) at the premises. If this deadline is missed, the tenants will have the option to stay at the property on a month-to-month basis.

Terminating a tenancy (not offering a lease extension) has also gotten more difficult. Housing providers must either offer a new term, allow the tenancy to continue month-to-month, prove there is just cause for termination, or prove that the tenancy is exempt from the regulation. Residents on month-to-month agreements can still terminate tenancy without cause.

Rental Housing Terminology 101

Property management comes with myriad rules and regulations that can be difficult to follow. It also comes with its own vocabulary. Intent to rent? Compliance notice? Here are just a few of the more common terms:

Intent to rent : After an application is approved, the intent to rent is signed. This is a legally binding promissory note that spells out the “nuts and bolts” of the lease, such as lease start and end dates, rental amount, and parties to the lease. The intent to rent becomes part of the more detailed full lease, signed after the intent to rent is complete.

Fixed Term Lease : This lease has a definite beginning and end, unlike a month-to-month agreement. A month-to-month agreement does not have a specific end date and automatically renews at the end of each month.

First-in-Time (FIT) : This regulation requires housing providers to offer tenancy to the first qualified, completed applicant.

Compliance Notices : A written document required by law to be physically delivered when a tenant violates the terms of the lease. Compliance notices were not allowed during the Covid moratorium and have very specific guidelines for serving.

Just Cause : This regulation requires housing providers to identify a specific reason why they are terminating, or in Seattle, not renewing the lease. Just cause reasons for terminating/not renewing tenancy must be carefully documented and include failure to pay rent, noncompliance with lease, and illegal activity.

Morgan came to work for Maple Leaf Property Management in the summer of 2016 after graduating from Washington State University. After working as an administrative assistant, she obtained her Real Estate License in 2017 and starting managing properties. Over the years she has worked various jobs in the company from assistant to bookkeeper to property manager to operations manager learning all aspects of the business.

She enjoys the ever-changing environment that property management brings and that no two days are ever the same with something new to learn with each experience. Preparation is a key to safety..

It's a smart idea to prepare for a power outage when fall and winter storms hit the area. The utility companies cannot prevent power outages when trees take down power lines. You can help be prepared for an outage lasting 3-5 days by assembling an emergency kit. Here is a list of some basic thing that will help you get through an outage.

Three- to five-day supply of non-perishable food that needs little or no cooking
Blankets and pillows
Portable, battery-powered radio and clock
Flashlights
Extra batteries
Manual can opener, bottle opener, and utility knife
First-aid kit
Bottled water (minimum two quarts per person per day but preferably one gallon per person per day)
Candles (preferably battery-powered)
Matches in a waterproof container or a lighter
Cooler (and keep ice or ice packs ready in your freezer)
Personal hygiene, sanitary supplies
Cash (ATMs and banks may not be available)
Pet supplies for three to five days
Playing cards, games, and books for entertainment
Prescription medications
Phone charger for a car

These items can be put in a storage tub, or some kind of container, and be in a place that is easily accessible in the event of an emergency.

7 WAYS TO STAY COOL WITH...

Record Temperatures Coming To The Pacific Northwest.

Do not turn up your thermostat setting. Leave it set at 73-75 all day and night. If the house gets too hot it will not catch up and cool back down. The design temperature for sizing AC in Seattle is 83 degrees outside at 74 inside. Once the temperature gets above 85 degrees outside the system will struggle to get down to temperature.
The system is removing moisture too. So the temperature may read high but the house will be comfortable.

Keep blinds closed on windows with the sun hitting them. The solar heat load on windows is the largest heat gain in a home and can overload your AC system.
Keep windows closed.
Your system should be putting out air at the supply register about 15 degrees cooler than the return air temperature. This can be less if the ductwork is in a hot attic.
If you don’t have AC. Hang in there!!

Control Mold!

Mold can be a problem any time of the year. We have not quite reached spring yet so the chance of mold in your home or apartment can still be a problem. Cold nights and warmer days contribute to the problem. There are some other things you can do however to help control the problem. These include:

- Using exhaust fans when and where necessary

- Removing condensation from windows, bathroom ceilings, and other surfaces

- Providing adequate ventilation to the premises at all times

- Storing furniture and personal possessions so as to provide for adequate airflow between the walls and the personal possessions

- Leaving blinds/window coverings up half an inch from the window sill so as to allow for adequate airflow

- Cleaning and dusting premises at regular intervals

With all the cold and damp weather we’ve been having, the furnace has been running often at my house. Most likely at your house as too. Because of this increased activity, remember that you need to change your furnace filters with more regularity! When the furnace is running, the filters collect pet dander and dust particles, pollen and mold. When the filters get plugged up, the air flow is restricted and it will take longer to heat your home and your energy bills will be higher. It will also shorten the life of your heating system. If you haven’t changed the filters recently, this would be a good time to do that maintenance chore.

Hello Everyone and Happy New Year!

As I am sure you are all aware, cooler weather is in the forecast along with what seems to be a good probability of snow. We would like to help everyone be proactive and get ready for the inclement weather. Many of these things were communicated in a general tenant letter on November 1st, but this is another reminder.

APARTMENT BUILDING TENANTS: You will most likely see someone spreading salt over this weekend to your walkways, sidewalks and parking areas. If we get as much snow as we did last year, we will have teams working on clearing the snow. We ask for your patience however, as last year taught us, everyone is working long hours and availability is spread very thin.

Along with the forecast of snow, we will, of course, have our usual deluge of rainfall, which seems to already have started. Please keep an eye out for overflowing gutters, tree branches falling, and any other issues that you notice – you are our eyes and ears on the property.

Preparing your home for freezing temperatures
Disconnect any garden hoses and, if possible, wrap or otherwise protect hose faucets to minimize freezing.

Make sure your heat is on and the temperature is set to 60 degrees or higher to minimize the chance of frozen pipes. Most insurance companies will not cover damage from frozen pipes if heat is not maintained inside your home and you may be personally responsible for damages as a result . This applies both to condominiums, apartments and detached homes.

Leave cabinet and closet doors open under sinks and along exterior walls of your home to allow heat to circulate.

If you do have a pipe break, shut off the water supply as soon as possible and remove as much of the water as you can. Plumbers and water damage companies will be overwhelmed with calls, so you will need to be as patient as possible while waiting for them to be able to get to you.

Free Extra Yard Waste Collection for Seattle Customers in November

Seattle Public Utilities (SPU) is providing free extra yard waste pick up for household customers from November 1-30, 2017. SPU provides this benefit to encourage residents to help keep storm drains clear of fallen leaves.

Fallen leaves can block storm drains and lead to flooding in neighborhoods. Raking leaves and keeping drains clear helps to prevent unnecessary flooding. As leaves continue to fall, residents are encouraged to check and clear their drains to keep the water flowing (as long as conditions are safe to do so). Customers should set out extra leaves on their regular collection day for pick up during the month of November.

Extra yard waste must be in paper bags, or placed in an extra container that contains only yard waste. SPU will accept up to 10 bags of extra yard waste per household for free from November 1-30, 2017.

Multiple Changes to Washington’s Residential Landlord-Tenant Act

Effective July 28, 2019, the passage of SB 5600, HB 1138, HB 1440, and HB 1462

made permanent changes to Washington State’s Residential Landlord-Tenant Act (RLTA).

Here’s a quick snapshot of the various changes:

— The 3-day notices to pay or vacate have been increased to 14 days, giving tenants an extended time frame to come up with rent and increasing the wait time to begin the

eviction process to two weeks. The new notice also includes a mandatory form in

multiple languages providing resource information for the tenants.

— Rent has been defined to include all recurring charges: not one-time charges.

All payments must be applied to rent first (this is already the rule in Seattle).

— Several changes have been made to the military clause addendum. Service members must now provide 20 days’ notice, up from 7, to terminate a lease if they receive relocation orders outside a certain perimeter from their current location.

— All landlords must now provide 60 days’ notice for all rent increase, regardless of the

amount of increase. This applies to both term leases and month-to-month leases.

City-specific rules for rent increase will be superseded by this new state law, as the

state law is equally or more restrictive.

— Landlords must provide a 120-day notification to terminate any tenancy due to

demolition or any change requiring a permit. If the owner is moving back into the

property, only a 20-day termination notice is required (this is not considered a change

of use). As with the rent increase rule, this supersedes any rule that is less restrictive.

Summer Watering

Most plants do best if the soil is allowed to partially dry out between waterings. For lawns, a loss of shine or footprints showing indicate that it’s time to water. Vegetables and other annuals should be watered at the first sign of wilting, but tougher perennials (plants that live several years) only need water if they stay droopy after it cools off in the evening. Trees and shrubs usually don’t need any watering once their roots are fully established (two to five years), except in very dry years.

If a lawn is allowed to go dormant in the summer (turn brown) the lawn will still need a good soaking every month in the summer to remain healthy. If you choose to let your lawn go dormant and you have dogs, be aware that this can cause more damage to the lawn and the lawn may need to be aerated and overseeded in the fall to bring the lawn back to good condition.

We’ve experienced so much snow in Seattle and surrounding areas in the last week that now we have slush and melting snow. This is a reminder to be aware and keep drains clear and shovel the snow away from your house. Consider where you want that snow to melt. Do not climb on your roof to remove the snow because this will add more weight to the roof. Also, check your pipes for leaks and damage.

Dryer Sheets and Fabric Softener

These are great for making laundry smell fresh and reducing static, but not so great for your dryer. Dryer sheets and fabric softener leave a residue which, over time, can create a waxy build-up on the lint trap/filter. If there is too much residue on the lint trap, the air flow in the dryer will be cut off, and the machine will overheat—possibly blowing a thermal fuse. To check your filter, run water over it, and if water puddles, there is waxy build-up. Cleaning is simple: use a de-greasing detergent (such as Dawn) and scrub with a brush or scratchy sponge. Make sure the filter is completely dry before putting it back into the dryer.

And while we’re talking about dryers, if your dryer is in a small space, like a closet, please make sure to have the closet door open while using the dryer. Dryers require sufficient “makeup air” in the room, or they will overheat. Mail and Packages Reminder!

If you leave town, please always put your mail on hold! This can be done online at the USPS website. Accumulated mail and packages not only welcome theft but also indicate a vacant property.

If you are expecting packages and have unsecured mailboxes (front porches, etc) consider requesting the packages are signed for or have them delivered to a place of business (ie your workplace)

There is also something called Informed Delivery that I highly recommend. Again, you can sign up online at USPS. It is a free service. You will get a daily email with gray scale photo of what mail the carrier delivered that day so you will know if anything is missing. You will also be notified when packages are delivered.

Keep gutters clear to help move moisture away from the house. Inform your property manager if they are clogged. One of the most common problems is when gutters are clogged, the water pools around the foundation and can flood basements or crawl spaces.Please keep all outdoor drains clear of leaves so water does not pool up in the yard. Keep an eye on drains on the street to help keep them clear also.

Are you going home for the holiday? We would like to remind you of several things you can do to protect your home during this time of year when we often travel “home for the holidays” or even just leave town for a few days. Let your neighbors know and ask them to keep an eye our to any unusual activity. Make sure they know how to contact you if necessary. Have packages and mail held at the post office until you return. Use timers on your lights, both inside and outside so it looks like your home is occupied. Although it’s fun to share photos and check ins on social media, save those until your return. It’s hard to know just who will see or have access to the information that tells them your away. Remember your winter weatherization with hose bib covers and leave the heat inside your house at a reasonable temperature so if it does get cold, your pipes will not freeze. Are you prepared for an emergency. We all hope that we never have to leave our homes or lose power etc. Maybe you’ll need to evacuate due to weather or some other emergency. This is a good time to plan ahead and create a personalized emergency kit for yourself and your family. Here are some supplies that you might include.

Emergency Kit

Have supplies. Consider putting an emergency kit together including food and bottled water, flash drive/copies of critical documents, first aid kit with spare medications, portable USB charger/solar charger and cords, small hand-crank flashlight, hand-crank emergency radio, spare set of clothes and warm gloves/hat, and spare keys/key cards and printed security codes.

If you’re going out of town, please provide us with emergency contact information.As temperatures drop this winter, the American Red Cross offers this advice to stay safe during the cold weather.

Layer up! Wear layers of lightweight clothing to stay warm. Gloves and a hat will help
prevent losing your body heat.Don’t forget your furry friends. Bring pets indoors. If they can’t stay inside, make sure they have enough shelter to keep warm and that they can get to unfrozen water.

We have found that more often than not, it is difficult for tenants to remember to change the filter quarterly, which is a condition of the lease. Changing the furnace filters provides lower annual energy costs and it also prolongs the life of the furnace, which means less maintenance. At the time of your lease extension, you will be charged an additional $10.00 per month to go toward this new Utility and Maintenance Reduction program, and you will begin receiving your quarterly furnace filters. If you would like to start the program sooner, please contact your property manager to begin service.

Keeping Your House Cool On A Budget

Keeping your house cool on a budget is something we all strive to do. It can be a challenge but there are a few simple tricks that can make a difference. Close your blinds. When the sun comes through your windows 76% of the energy becomes heat. Closing the blinds will make a significant difference! Use a fan! Using a stand alone fan or a ceiling fan is more energy efficient than an air conditioning unit. Cook outdoors. Using an outdoor grill is far better than using your oven which will heat up your kitchen. Unplug your Electronics. When you unplug your electronics, you not only save energy but you prevent them from creating residual heat. Change your sheets. Flannel sheets and fleece blankets are great in the cooler months but lighter fabric such as cotton will be much more comfortable in the summer. Soon the hot summer months will be a memory but these steps will help you be more comfortable in the moment.

We all know the feeling when it’s time to declutter, but where do you begin? The kids have moved out, you’re getting ready to move or maybe you’re just tired of all the piles. The thought can be overwhelming.

Where Should You Begin?

The first thing to remember when you declutter is that you don’t have to do it all at once. You can start with a desk drawer, one cupboard in the kitchen, shoes in the back of closet or even the drawer of winter hats and gloves. You’ll have immediate success and a feeling accomplishment that will motivate you to try again. Just a quick fifteen minutes at a time can make an amazing difference in a month.

What will make the difference each day?

Once you’ve started to make some decluttering progress think about what will make a difference in each day. Will mornings be easier if you decluttered the bathroom shelves and cupboards? Think about the coat closet. Would it help to have only the coats coats and bags that you use daily in that closet? What would make your day run more smoothly if only it were better organized and decluttered. That’s for you to decide.

Now it’s time for the big stuff!

Now it’s time for the bigger project. How about that storage room? Just start with one small box. Then choose another and soon you’ll be able to walk around and actually find what you need or want.

Now that you’re feeling successful at deculttering, it will be easier to continue and you’ll be pleased with yourself.

Seattle Rents Drop for First Time This Decade

Seattle rents drop for the first time in this decade and the laws of supply and demand are playing out in Seattle’s rental market. The construction boom has created a glut of rental properties and vacancy rates are up. When supply exceeds demand, price goes down, and this is exactly what is happening with Seattle rental properties. While a year-over-year comparison still shows an increase, the past quarter has shown a 2.9 percent dip across King and Snohomish counties, and up to a 6 percent dip in popular neighborhoods such as Ballard and South Lake Union The Seattle Times gave an excellent accounting of this trend in a recent article

There could also be other factors in play besides an increase in supply. Rents follow a seasonal cycle and winter/early spring are traditionally slow. Local hiring is also not at the feverish pace it has been, with companies such as Amazon showing a sharp reduction in job posting.

The busy season for renting is right around the corner, hiring trends will change, and while rents may dip in the short term, they will always eventually go up.

Remember the three feet rule. If you are using a space heater, place it on a level, hard surface and keep anything flammable at least three feet away – things such as paper, clothing, bedding, curtains, or rugs. Space heaters and fireplaces require supervision. Turn off space heaters and make sure fireplace embers are out before leaving the room or going to bed. Don’t catch fire! If you are using a fireplace, use a glass or metal fire screen large enough to catch sparks and rolling logs.

Indoor Spring Maintenance

Spring has arrived and now you’re thinking about some indoor spring maintenance, getting out and working in the yard, going for a hike or you just want to do something besides sit in the house. There are a few things that you can do to clean and organize that will make the days feel a bit calmer. Let’s start with indoor spring cleaning and organizing. Clean out the garbage disposal with 1/2 cup of baking soda followed by one cup of white vinegar. Once the bubbles settle, pour in a pot of boiling water and let it sit for five minutes. Follow up by running cold water through the disposal to flush out any remaining debris. Clean off the windows and doors by cleaning the glass. If you do this on a cloudy day the sun will not cause streaks. Now lets tackle the garage. Get rid of things that you haven’t used lately. Throw away any unusable items and recycle what you can. Put items back on shelves and sweep the floor. Change the air filter in the furnace. This will keep the heating and cooling running more efficiently. If you have an air conditioner, this is the time to have it serviced. Soon, it will be time to use that air conditioner and you don’t want to be surprised if it doesn’t work properly. If you have paddle ceiling fans did you know there is a better way to have them rotate? During the spring and summer ceiling fans should rotate counterclockwise when looking up at the fan. This creates a downdraft so you feel cooler. If you have a fireplace you probably will not be using it during the spring and summer. Be sure to close the damper to keep out the drafts, insects, rain and animals. Soon we’ll talk about some things do to for outside maintenance but for now, enjoy the change of the seasons.

Ideas That Are Really Myths

I think all of us are on the lookout for easier, smarter and faster ways to do things but as always, some things that we have always heard to be true are really myths.

The first one that we’ve heard for years is that putting lemons in your garbage disposal will leave them clean and fresh smelling. Now I’ve just learned that although it will make them smell good, it’s not really good for your garbage disposal. Plumbing experts say that it can corrode the metal in your disposal. A better way is to run two trays of ice cubes with cold water into the disposal. This will dislodge the food and buildup on the sides and blades. You can also use vinegar if you need to deodorize.

Daylight Saving Time and Smoke Alarms

This weekend we have the move to daylight saving time. For many this can be a challenge as we give up an hour of sleep. It may take a few days to get accustomed to the change. One other reminder is to check those smoke alarms. Many homes also have CO alarms. The semi-annual time change is the perfect time to change the batteries in those alarms as well.

Normal Wear and Tear – Dirt and Pet Damage

What is normal wear and tear for dirt and also for pet damage?

Pet Damage and Dirt and Grime:

Pet damage is a possibility when you rent to tenants with pets. Not all pet owners will have pets that create damage to a unit. Stains in the carpet, holes in the yard and scratched floors or chewed walls or doors are not considered normal wear and tear.

Tenants should leave a unit clean when they move out. The same condition of clean as when the moved in. Clogged drains, filthy bathtubs and sinks, food in the fridge and piles of trash are all examples of things beyond the description of normal wear and tear.

While there may be exceptions to all of these normal wear and tear items, at Maple Leaf Management we try to be clear about the condition of the unit both at move in and move out. We also try to be clear about our expectations. We document the condition both with a written condition report and pictures. Our goal is to do a great job for both our owners and for our tenants.

Tenant Protection from Seattle City Council

In addition to not allowing discrimination based on income sources, Seattle has passed legislation to include the following protections:
1. First-Come, First-Served Screening Practice. Prevents housing providers from giving applicants with alternative sources of income a lower priority. It requires landlords to review applications one at a time, on a first-come, first-served basis.
2. New Eviction Protections. Ensures that tenants can fully utilize community resources to prevent eviction. Landlords will be required to accept pledges from community-based organizations to remedy nonpayment of rent if funds are received within 5 days of an eviction notice.
3. Preferred Employer Programs Banned. Encourages landlords to offer non-discriminatory move-in incentives. In 2015, both media and community members reported discounts on deposits and other move-in fees for rental applicants working for preferred employers. The Seattle of Office of Civil Rights recently concluded that some preferred employer programs that provide discounts or other terms and conditions in rental housing to certain groups over others may constitute discrimination under Seattle’s Open Housing Ordinance (SMC 14.08).

Normal Wear and Tear – Appliances

What is normal wear and tear for appliances?

Appliances:

Any appliances that have been supplied with the unit will age and eventually break down. This includes such items as air conditioners, furnaces, stoves and washers and dryers. The question of course is to determine if the appliance wore out on it’s own or if it was damaged by the tenant either by intent or by improper use. At Maple Leaf Management we keep in close contact with the owners and tenants so we can keep records and pictures of appliance condition and history.

Normal Wear and Tear – Walls and Doors

Let’s continue our discussion of normal wear and tear on walls and doors.

Walls and Doors:

Faded paint or wall paper is considered normal and tear. If there are a few small holes, or a mark where the door handle hits the wall this is usually considered normal wear and tear. These items can be easily repaired. If however there are pen or crayon marks on the walls or deep gouges or dents that require more than a quick repair, this would be more than normal wear and tear.

The same can be said for doors. If a door is hanging from hinges or needs to be replaced o it’s beyond the scope of normal wear and tear and can be deducted from a tenants security deposit.

At Maple Leaf Management, we take move in and move out photos to document the condition of wall and doors as well as having a written report. This will help us determine if we need to retain a portion of the security deposit for repairs.

Normal Wear and Tear – Floors

This can vary of course but here are some guidelines for floors.

Flooring:
Floors will not be in pristine condition when a tenant leaves. Carpet has a limited lifetime with high traffic areas showing more wear and it’s common for some indentations from furniture. Steam cleaning will generally bring carpet back into decent shape. Pet stains, holes and burns are not going to be considered normal wear and tear. With hardwood floors, the same applies. Worn or scuffed floors in areas with lots of traffic can be expected but deep gouges or extensive scratches are not normal wear and tear. With tile or linoleum it depends on the quality of the flooring and what has caused the damage. If it’s peeling near the door, it’s most likely wear and tear but if it’s chipped or gouged, it’s more likely to fall into the beyond wear and tear category.

At Maple Leaf Management we take pictures of move in and move out condition and we have a move in condition report so we can help document for owners and tenants the condition of the floors.

Fall Maintenance Checklist

With fall, there comes home maintenance items that should be done. Sometimes we can remember what we need to do but sometimes it’s handy to have a reminder.

1 . Remember to put the mower away . If you have a hand mower the job is easy but if you have a gas mower check out the YouTube videos or ask at your local hardware store what you need to do in order to store your mower for the winter and still have it work well when spring arrives.

2. Remove garden hoses drain them and put them in storage whether it’s a garage or a storage shed. If you leave the hoses attached and there is a sudden freeze you could have cracked or frozen pipes.

3. Cover the hose bibs with insulated hose bib covers.

4. Clean the gutters . This means remove the twigs, leaves and assorted debris that collects in those gutters. It will help the water flow off the roof and help prevent leaks.

5. Check the downspouts . Does the water from the gutters drain away from the house so it will not leak into the basement or crawlspace?

6. The furnace will be coming on more regularly. Do you need to replace the furnace filter? This is a good time to change the filter and have a couple spares on hand so you can change it regularly.

7. Check the batteries in your safety devices and use the test button to make sure they work. This includes both the smoke detectors and the CO detectors.

Long-term impact on short-term rentals

The City of Seattle proposed new regulations on short-term rentals, specifically impacting Airbnb rentals, during a recent meeting. Landlords packed the City Council’s chambers to voice concerns over the proposal, which would drastically limit some short-term rentals in Seattle. Under the proposal, rental units that aren’t within the landlord’s primary residence can be rented out for only 90 days cumulative per year to short-term renters. If it is within the primary residence, the operator has no limit. The owner needs to obtain a new “short-term rental operator” license from the City of Seattle. The idea is to cut down on the number of long-term rentals that are being converted to Airbnbs to give landlords a larger payout over the year. Homeowners who rent out a backroom of their house will not be drastically affected. The City of Seattle estimates about 80 percent of short-term rental operators will see no new regulations. The City Council hopes these regulations will keep commercial renters from converting long-term rentals, which could benefit Seattle’s current “housing crisis,” as several city politicians have called it. Airbnb estimates their Seattle community generated $180 million of economic impact in 2015. A total of 87 percent of hosts share their home with the tenants, and they average 80 nights rented per year. A rough timeline from the city says it will hold two months of public discussion on these regulations before a council vote in August or September.

Watering Season is Here!

Spring has arrived in the Northwest, and it looks like our record-setting rain in the winter is going to be followed by record-setting heat. If your home has a lawn and landscaping, this is a good time to start a watering routine. Most plants do best if the soil is allowed to partially dry out between watering. For lawns, a dull appearance or footprints not showing indicate that it’s time to water. Vegetables and other annuals should be watered at the first sign of wilting, but tougher perennials (plants that live for several years) only need water if they stay droopy after it cools off in the evening. Trees and shrubs usually don’t need any watering once their roots are fully established (two to five years), except in very dry years. The flip side of the watering season is that water rates go up. Curb Appeal : First impressions are very important. Many prospective tenants will drive by a property and make a decision about whether or not to look further based on how things look from the outside. Make sure the house or apartment is clean and well maintained, including windows, landscaping, and doors, and, as always, a fresh coat of paint can do wonders.

Fresh Paint and Flooring : People want to live in a clean environment. A fresh coat of paint is an inexpensive way to make a home or rental unit feel clean and new. While slightly more expensive, new flooring can have the same effect.

Kitchens : The kitchen is the most lived-in area of a home, and renters see value in a nice kitchen. Countertops can be replaced relatively inexpensively, and a fresh coat of paint and new hardware can freshen up dated cabinetry. Older faucets are easy and inexpensive to upgrade. And, of course, make sure the appliances are working well.

Bathrooms : Always deep clean and repaint the bathrooms every time you rent a property. Upgrading fixtures such as faucets and towel bars are inexpensive ways to improve the bathroom. Oktoberfest in Leavenworth is a great October adventure. Although there is a fee to attend the festival this is a wonderful family event as well as an adult event. There is plenty of entertainment with the great German style bands. And food, what would a festival be without great food and of course beer. To quote the Oktoberfest website there is “Free transportation in Leavenworth, live music, German food, arts and crafts, and activities for the whole family (oh yeah and did we say “beer”?).”

You can even book reservations and spend the night. We think this would be a great adventure and this will be the year to go. The weather is usually good in October. How about you. Have you been to Oktoberfest in Leavenworth?

I love a great fall corn maze! I just learned about one that I haven’t been to before. It’s a Washington State maze that’s located in Snohomish Washington at “The Farm at Swan’s Trail” The corn maze includes 4.5 miles of paths, 250 state roads and 400 towns and landmarks. See if you can fine the Space Needle or Coulee Dam. They’re even open at night if you have a group reservation. This sounds like so much fun. Maybe we should have an MLM adventure!

If you’re new to the Seattle area it’s interesting to find the currently most popular places to live. SeattleMet has just published an article about the pros and cons of popular Seattle neighborhoods. It was interesting to me that Bainbridge Island was number one on the list and West Seattle number 7. Of course there are current favorites like Ballard, South Lake Union and Capitol Hill. Average rents were varied too from $,1646 on Bainbridge Island to $2,306 in South Lake Union and $2,475 in Belltown. Do you have another neighborhood that you think should be on the list? We’re partial to Maple Leaf of course. We love the neighborhood feel and walkability as well as the convenience to the University of Washington and downtown. Easy freeway access is important too.

One of the statistics that I do think we will see change even more and is not too surprising to me is that 70% of adults have not been in a book store in the last five years. With the advent of digital books, newspapers and magazines there are many reasons that we don’t go to bookstores. I know this is hard for booksellers. The schools have also started to use digital books so kids may not be familiar with bookstore or library visits. I have started to use the local library more because checking out books at night when I want to read is much easier and is perfect for my instant gratification needs.

So readers, what about you? Do you read books? Have you been to a bookstore lately?

Transportation Options

Transportation options in Seattle are varied. We have the common options like cars and buses. We have some more unusual options like ferry boats and the South Lake Union Trolley. Soon the light rail options are expanding to areas around the city but for now you can get from downtown to the airport. We have the Pronto Cycle Program. We have the Sounder Train. We even have Duck Tours!

One of the favorite transportation options by bike is the Burke Gilman Trail. Transportation Services at the University of Washington has recently announced the full section of the Burke-Gilman Trail running through the southeast corner of the UW campus is now open. Walkers and bikers can now enjoy the new environment and there will be easy access from the new light rail station that is expected to open in 2016.

Great Summer Adventure!

A great summer adventure is learned about by word or mouth, Facebook friends, web articles or maybe even a magazine or newspaper. The Skagit River Power Tour is one of those great summer adventures I remember as a kid. First starting in Newhalem and then visiting the Gorge Powerhouse to see how hydroelectric power is made this is a wonderful family friendly trip. My favorite part was a river trip which I’m not sure they do anymore. From the tour, the stroll across the dam and the meal, this great summer adventure is one to add to your schedule this year. The guides are charming and so knowledgeable about the natural history and geology of the North Cascades that learning is not a chore. If you take this tour we would love to hear about your trip. Summer music in Seattle is varied and abundant. One of the great options we have for an easy access, outdoor venue is ZooTunes sponsored by BECU. Zoo Tunes at the Woodland Park Zoo has some wonderful options this summer. Doobie Brothers last week was awesome. The B-52’s is sold out but it looks like the other concerts still have tickets available. One of the things that I didn’t know about the Zoo Tunes concerts is that some of the concerts including Sweet Harmony Soul and Emmy Lou Harris have ASL interpreters and folks that are interested in that option will be seated in the the ADA seating section on the grass. ZooTunes, we love you. Meet us at the zoo for some great summer fun.

“Canvassers with Regional Animal Services of King County will go door to door in cities like Bellevue and Kirkland starting Saturday, April 4.

” ‘The purpose of the canvassing is to help ensure compliance with the city requirements for licensing cats and dogs eight weeks and older. The canvassers will not issue citation, but they will issue temporary licenses for unlicensed pets, allowing pet owners up to 30 days to pay for a license,’ according to the press release issued by the city of Bellevue.”

Dr. Gene Mueller with Regional Animal services said only about 20% of pet owners comply with the law and that is why canvassers will be in several jurisdictions every weekend between April and October.

‘We may leave you some information if we hear your dog inside. We may mail you. We are not going to search your home, we are not going to trespass,’ said Mueller. ‘We are using this as an opportunity to educate.'”

A license costs $30 and must be renewed annually. The price doubles if your cat or dog is not spayed or neutered.”

“Bellevue is expected to adopt rules Monday night to prevent single-family homes from being chopped up into rooming houses,” according to Lynn Thompson of The Seattle Times.

While Bellevue might rule in new legislature that would prohibit more than 4 non-family members living together in a single family house. And, the 4 non family members living together would all have to be on the same lease.

Spring Cleaning

While the first day of spring might be a few weeks away, here at MLM we can’t wait to start spring cleaning! Here’s a great article from Forbes that recommends cleaning every room in your house as well as your garage! It might be a daunting task, but once accomplished you will feel so relieved!

Here are some tips according to the article:

– Make sure to clean up and organize your entry hall.
– Deep clean the kitchen (make sure to get all the spots that you don’t do on your regular clean).
– Start using the dining room as a dining room! Dust it off and set the table.
– Take out any extra stuff that has made it into the living room and find a home for it/return it to its home.
– De-clutter your bedroom! Aim to make this a peaceful place with minimal distractions (so you can sleep better).
– Use some ‘elbow grease’ and deep clean those bathrooms. Add some new decor and towels to freshen up the restrooms.
– Have your kids help you organize their toys, books, art supplies and anything else into bins to tidy up the room.
– If your home office is full of stacks of paper/bills/magazines…set some time aside to file/shred/recycle everything…(yes, everything!).
– Make sure your laundry room is clean and efficient. And don’t forget to put away all those clothes!
-And lastly, for the garage: Make 3-4 piles (keep, donate, throw away, maybe put on Craigslist!)

This year most people expect the hot rental market to cool down a bit. According to Tom Cain of Apartment Insights Washington, it’s still a landlord market, but by the end of 2015 the vacancy rate could change from the current 4.75% to 6%. Investors however still see Seattle as one of the best rental housing markets in the US, due to the strong job growth in the area.

While the cold autumn crisp air sets in, we know that winter is swiftly approaching. More time will be spent indoors, avoiding the typical Seattle downpour, which means that it’s time for some winter projects!

Here are some of our favorite indoor projects for tenants :

1. Organize: Laundry piling up? Here’s a great way to control that clutter!

2. Re-decorate: Some landlords don’t allow tenants to paint the units that they live in. BUT that doesn’t mean you can’t add generous splash of color with furniture/rugs/paintings/prints to add a vibrant excitement in your home! Here’s some great ideas that we like:

We can all feel the weather change. Fall is definitely here! Which means winter is quickly approaching. As a home owner, it’s that time of year to make sure everything is in order with your house, or here at MLM we call it ‘winterizing’. While winter isn’t here yet , it’s definitely a good idea to start prepping for it.

Here are some of our favorite DIY tips for home owners :

1. Interior painting: From ombre walls to murals, a new splash of paint with glam up any room!

2. Insulate your water heater tank:

3. Organize: When the Seattle weather is predicted to rain 3 weeks in a row, it’s safe to say you’ll have some serious indoor time on your hands. Why not go through the office/garage/guest bedroom/kitchen junk drawer and spend those rainy days organizing!

4. Switch out light bulbs: By switching to certain kinds of light bulbs, you could save up to $50 a year on electricity!

5. Indoor remodels: Wanted to update that bathroom? Or maybe spruce up the guest bedroom? Maybe even finish the basement? Now’s the time to do it! From small DIY projects to projects that require a contractor, winter is a great time to get a jump start on them all!

Jennifer is one of our property managers at MLM. Her car was stolen several weeks ago and the thieves removed the wheelchair lift for her disabled son. We are sad to here this and hope that the rack is returned very soon.

The article, which you can find here , is very insightful and reminds us all that during the winter months, Seattle is liable to have a few storms and that every household should be prepared for such occasions.

Here are a few tips to help you get prepared:

-Make an emergency kit that can last at least up to 3 days. (Make sure to have one in your home and in your office.)
-Make an emergency plan for you family. (It would be ideal to have one in an office as well.)
-Be aware of the weather today as well as the weekly forecast.

Fall Maintenance Tips

Here’s a great article that outlines in simple steps what any person living in a house (homeowner and tenant alike) is recommended to do before the winter months set in. I know we’ve said this before but this stuff is important for home maintenance! Here’s some of our favorite tips (although all of them are important!):

1. Clean the gutters!! So many issues derive from clogged gutters. Make sure to keep them clear!

2. Clean and replace the filters in your furnace/heating system.

3. If you are thinking of painting the exterior do it now! (Before the rain sets in…)

4. Aerate your lawn! Then spread fertilizer and grass seed.

5. Check your attic/basement/crawl space for unwanted pests!

6. Check your cabron monoxide and smoke detectors! Change the batteries!

There’s a really interesting website called Walk Score that will rate the city and even the neighborhood that you live in. Walk score rates each city or neighborhood with a walk score, bike score and transit score. They also have some great maps that explain their scores as well. Pretty cool!

All you do is visit the Walk Score website, type in your zip code, address, neighborhood or city and a few scores will pop up!

Here’s the stats for the Maple Leaf neighborhood:

Walk Score: 69 (some what walk-able)
Transit Score: 56 (good transit)
Bike Score: 65 (bike-able)

And the stats for Green Lake:

Walk Score: 77 (very walk-able)
Transit Score: 53 (good transit)
Bike Score: 77 (very bike-able)

Now if we do the city of Seattle, we get these stats:

Bring May flowers!

Here is a tip of our own about freshly potted flowers:

A pot or two of seasonally planted flowers makes the front porch always look welcoming. Try using just evergreens and then just refresh with color in spring and summer with some small touches of annuals. This makes for low maintenance pots! Don’t forget to sweep off the porch, even in the winter.

Maple Leaf Management welcomes Mary Pittman to our team!

Mary will be heading up our North Cascades Division for both Property Management and Vacation Rentals. Mary feels blessed to live in the Lake Chelan Valley with her husband and two children. She is very excited about her new adventure!

Mary graduated from Seattle University and moved to the Lake Chelan area because of its’ beauty and all the recreational activities that the valley had to offer. Upon graduating, she went to work for Washington Mutual and then North Cascades Bank. For the past three years she has successfully managed Vacation Rentals in the Lake Chelan Valley and is now excited to add Property Management to her resume. Her banking experience, along with the many years of customer service has provided her with a strong base to be very successful in managing homes. A new website has been launched that grades your neighborhood appeal. Tell us if you agree with their findings! For example, our office is in the Maple Leaf neighborhood and the grade it gave us for 98115 zip code was a “B”. Of course, we are slightly biased because we all live (and work) in Maple Leaf and think this neighborhood is a great place to live so we would probably rate it as an “A++”.
